Gloria, Whitburn add dollars, endorsements to campaigns
DeMaio not weighing in on District 3 race

With 11 weeks until the Nov. 4 election, District 3 City Council candidates Stephen Whitburn and Todd Gloria are moving full steam ahead with their campaigns.
From May 18 through June 30, Whitburn bested Gloria’s campaign contributions for the first time since the two entered the race. Whitburn raised $26,240 and had an ending cash balance of $33,575, which does not include $20,000 Whitburn loaned his campaign, or $175 in non-cash contributions from his supporters.
“That was the most not only among candidates in District 3, but the most of any City Council candidate in San Diego,” Whitburn said.
Gloria raised $25,783, and said he’s not concerned with the $607 difference between the money the candidates raised.
“I think most campaign experts would not consider his performance in this particular reporting period a big turnaround,” Gloria said. “As of this report, Whitburn’s campaign had raised $128,116.82 in cash contributions. My campaign had raised $203,622.36. I’d like to point out that my campaign has no loans, no advances and no debt. The same is not true of my opponent. These facts explain our relative financial positions and are illustrative of the fiscal approach I intend to bring to City Hall.
“My campaign is a grassroots effort predicated on earning individual support, not how many checks I can write myself. We continue to raise the resources I will need to win in November, and I’m confident we will be victorious.”
Whitburn’s recent endorsements may have contributed to the added support he received.
Whitburn received endorsements from the Mexican-American Political Association (MAPA), the Planned Parenthood Action Fund and the Black Mountain Democratic Club. He has also received endorsements from his former opponents, John Hartley and Paul Broadway, who failed to advance to the November primary.
Gloria also earned notable endorsements, including support from law enforcement.
San Diego County Sheriff Bill Kolender and the Deputy Sheriff’s Association (DSA) of San Diego County (DSA) pledged support to Gloria. Kolender has served as Sheriff since 1995 and is serving his fourth elected term in the position. DSA is the professional labor organization of more than 2,000 sworn officers of the San Diego County Sheriff’s Department.
“I am grateful for both of these new endorsements,” Gloria said in a release. “Sheriff Kolender has been a leader in fighting crime in San Diego for decades. The endorsement of my campaign from him and the Deputy Sheriffs is incredibly humbling, and should give voters great confidence in my efforts to make District 3 communities safer.”
Neither Gloria nor Whitburn have earned the endorsement of Carl DeMaio, councilmember-elect for District 5. DeMaio, who is the first openly gay man to be elected to the City Council, announced his endorsement of Jan Goldsmith for City Attorney, and City Council candidates April Boling and Phil Thalheimer – but, he said, he’s undecided as to who to support in the District 3 race.
“The city has really failed District 3,” said DeMaio, who was fined $1,500 this month by the Ethics Commission for soliciting contributions from city employees during his campaign. “It hasn’t provided adequate services such as road repair, fire stations; the infrastructure is falling apart. There has been a number of development projects in where the city hasn’t done its due diligence.
“I haven’t yet seen one candidate come out with convincing solutions to those problems. I think both are good people – and Todd [Gloria] is obviously smart and can hit the ground running. He has a good handle on policy and knows how to navigate through government. Whereas Stephen brings fresh perspective – and Lord knows we need that in city government. But for now, due to the lack of clarity as to how they would solve some of the challenges in District 3, I’m not weighing in or endorsing in that particular race.”
