I understand the concerns expressed in your editorial “Death to budget cuts, not HIV services!” (June 4, 2009).
Over the past two weeks, the Governor has made a series of public announcements on cuts that he suggests should be made to various state programs. Some don’t seem to make sense from either a fiscal or policy perspective. While we are still waiting for more information from the Governor’s office on the specifics of his proposals, both houses of the Legislature have already begun the process of considering his recommendations.
Joint televised budget hearings are being held daily to receive testimony on all the proposed cuts, including those to the Community Colleges, CalWORKS, family planning, state parks, Alzheimer’s funding, HIV ADAP, juvenile diabetes, state prisons, and others. We all know that major reductions are necessary, but we don’t want to completely eliminate programs upon which many Californians depend.
Many members of the Legislature, both Democrats and Republicans, are reluctant to gut long-standing, successful programs. While we certainly recognize the urgency facing us, we need to take the time to identify those alternatives that will work.
